A Shogun (将軍 Shōgun) "general", lit. "military commander"
was a hereditary military dictator in Japan during the period from 1192 to 1867, with some caveats. In this period, the shoguns were the de facto rulers of the country, although nominally they were appointed by the Emperor as a formality. The Shogun held almost absolute power over territories through military means, in contrast to the concept of a colonial governor in Western culture who was appointed by a king.

A COMPLICATED PATCHWORK
The system for maintaining law and order during the Edo period differed fundamentally from our modern system in that law enforcement and criminal justice were carried out by the same organs. That is to say, one agency or office carried out the functions that are today performed separately by police, prosecutors, and the courts. This means that the administrative and judicial functions of government were merged rather than deliberately separated as they are in modern democratic states.

Although the Tokugawa shogunate held sway over the daimyô (lords) of all the country’s domains, the administration of each of these domains was left to the individual daimyô; in principle, the shogunate administered only its own domains. However, since the administrative apparatus of each domain, including law enforcement and criminal justice, closely resembled the system established by the shogunate, an examination of the latter system should be sufficient to provide an overview of law enforcement in the Edo period.

The top administrative post under the shôgun was that of rôjû, or senior councillors. (At times a tairô, or chief councillor, was appointed as a superior to the rôjû, but this was not a permanent post.) Typically, the shogunate appointed four or five rôjû from among the fudai daimyô, lords of the domains that Ieyasu, the first Tokugawa shôgun, had originally granted to his loyal vassals in the early seventeenth century. The rôjû generally took turns managing the shogunate’s administrative affairs according to a monthly rotation system, although they came together to confer on matters of importance. Ranking just below the rôjû were the wakadoshiyori, or junior councillors. They were also chosen from among the fudai daimyô and likewise served according to a monthly rotation. Since the rôjû and wakadoshiyori together made up the top administrative organ of the Tokugawa government, they were inevitably involved in matters pertaining to law enforcement and criminal justice, whether directly or indirectly.

Next in importance in the central administrative apparatus were the metsuke (inspectors) and ômetsuke (inspectors general), whose main job was to monitor and control the activities of the ruling warrior class. The ômetsuke, reporting directly to the rôjû, monitored the daimyô, while the metsuke, who were under the supervision of the wakadoshiyori, focused on the shôgun’s direct retainers—the hatamoto, or bannermen, and the gokenin, or housemen. Both were selected from among the hatamoto. With its reliance on peer monitoring, the metsuke system might be compared to the military police of a modern army or the internal affairs bureau of a police department.

The highest offices with direct police and judicial authority were the three bugyô, or commissioners, who reported to the rôjû. While many of the positions within the vast shogunal bureaucracy had originated as military posts in the era of civil unrest prior to the Edo period, the posts of the three bugyô were created after the shogunate was established in Edo, and they had a distinctly civilian flavor.

The first and highest-ranking of the three was the jisha bugyô (commissioner of temples and shrines), who had authority over the lands of all the temples and shrines in the country, the priests and monks attached to those institutions, and the people living within their precincts. In addition to wielding general administrative authority over these lands and people, the jisha bugyô also adjudicated civil suits, investigated crimes, and tried suspected criminals associated with the temples and shrines.

The central job of the kanjô bugyô (commissioner of accounts) was fiscal management, but the holder of this post also wielded police authority with regard to serious crimes carried out within most of the shogunate’s direct holdings. This is because the authority of the gundai or daikan who directly governed those areas (the name depended on the size of the holding) extended only to the collection of taxes from local farmers and the prosecution and adjudication of civil cases and certain minor criminal cases; in all other criminal cases, the accused, together with the record of the preliminary investigation, was sent to the higher court in Edo, namely the kanjô bugyô. Since the kanjô bugyô thus combined the authority of a finance minister and a chief justice, only the most capable people could fill the post, and they were kept very busy. Four people ordinarily filled it on a monthly rotating basis.

The English word for Japan came to the West from early trade routes. The early Mandarin Chinese or possibly Wu Chinese word for Japan was recorded by Marco Polo as Cipangu. The modern Shanghainese (a dialect of the Wu Chinese language (呉語) or topolect) pronunciation of characters 日本 (Japan) is still Zeppen [zəʔpən]. The Malay and Indonesian words Jepang, Jipang, and Jepun were borrowed from Chinese dialects, and this Malay word was encountered by Portuguese traders in Malacca in the 16th century. It is thought the Portuguese traders were the first to bring the word to Europe. It was first recorded in English in 1577 spelled Giapan.

Cipangu was first mentioned in Europe in the accounts of the travels of Marco Polo. It appears for the first time on a European map with the Fra Mauro map in 1457, although it appears much earlier on Chinese and Korean maps such as the Kangnido. Following the accounts of Marco Polo, Cipangu was thought to be fabulously rich in silver and gold, which in Medieval times was largely correct, owing to the volcanism of the islands and the possibility to access precious ores without resorting to (unavailable) deep-mining technologies.

The Dutch name, Yatpun, is derived from the southern Chinese pronunciation of 日本, Yatbun or Yatpun.
The Dutch J is generally pronounced Y, hence Ja-Pun.

From ‘samurai’ to ‘Hello Kitty,’
search data show how the world’s view of Japan has changed

Has the image of Japan as the land of Hello Kitty upstaged its perception as a country full of swaggering samurai and mincing geisha in the Western mind? That’s what the latest Web analytics data would seem to indicate.

Japan apparently first entered the Western psyche in the 15th century as European traders expanded eastward. Cartographers called the country Cipangu in its first depiction on a Western map in 1453; the first recorded use of Giapan in English came in 1577.

Today, Web analytics tools provide data visualizations of a radically more powerful kind to understand shifting views of Japan. “Cipangu,” a word used by merchant explorer Marco Polo, was apparently adopted by Portuguese traders from Chinese dialects to indicate Japan. Google’s Ngram Viewer, a tool that searches Google’s digital book library, draws a graph that shows “Japan” had already vastly eclipsed “Cipangu” in the English corpus by the earliest date in Ngram’s library of 1800.

Some of the first literary references to provide a sense of how Westerners in the 19th century viewed Japanese culture appear soon thereafter. The words samurai and geisha enter Ngram almost as soon as data begins in 1800. “Samurai” starts to take off from the 1820s, while “geisha” comes into more common use from the 1840s. “Samurai” continues its steady rise almost to the new millennium, but “geisha” plateaus from around 1940.

For a more granular view of the past decade since Google’s search engine took off, Google Trends measures the frequency of Web search terms relative to total search volume from 2004 through the present. The term “samurai” continues to reign over “geisha” in the new millennium, but “geisha” has a brief moment of glory in 2006, when it eclipses the term “samurai” soon after the release of the film “Memoirs of a Geisha,” which was sold here as “Sayuri.”

Then, in 2007, something notable happens: Hello Kitty overtakes “samurai” as a popular search term. It retains its dominance for several years, a time that produced headlines like “Hello Kitty products target young males,” before subsiding into rough parity with “samurai” at the present.

Google Trends searches are “black boxes” into which one can read only so much without understanding Google’s “secret sauce” algorithms. But given how much perceptions of Japan have changed in recent decades, it’s perhaps not pushing things too far to take the triumph of “Hello Kitty” over “samurai” as a proxy for the shifting view of Japan from one of a warlike nation to that of the nonthreatening (notwithstanding Prime Minister Shinzo Abe’s push for remilitarization), ineffably cute land of “Cool Japan.”

Taking this trend to its logical conclusion, the Japanese word for “cute,” kawaii, barely registers a blip until 2010. But by July 2015, “kawaii” is up to four relative to samurai’s 10 and Hello Kitty’s eight on Google Trends’ scale of 0-100.

A sign of a continuing softening of Japan’s image in the English-speaking mind to come? Hard to say, but it should be noted that aside from a brief spike after the release of the latest Godzilla film in 2014, Hello Kitty also maintains her dominance over the iconic Japanese monster for the entire decade covered by Google Trends.

A more macro view presented by going back to 1990 in Ngram also shows more neutral cultural indicators of Cool Japan, anime and sushi trending steadily upward, while “samurai” just manages to hold steady.

At the moment, both “Hello Kitty” and “kawaii” have also eclipsed “geisha” in the world’s imagination. Once again, it’s dangerous to draw conclusions with nontransparent data, but one could speculate that the image of Japan as the land of cute has overtaken its image as a country of exotic sexuality.

Eclipsing all cultural indicators, however, are keywords that represent Japan’s continuing reputation for manufacturing prowess. Toyota registers close to the top of the 0-100 scale throughout the Google Search decade from 2004 to 2015, while “Godzilla,” “Hello Kitty” and “samurai” generally remain at 10 or under.

Sony can take some comfort in the fact that, despite its recent woes, the electronics giant still maintains a lead over all major Japanese companies in search queries in the English-speaking world surveyed by Google Trends. No doubt this is due not only to iconic products like the Walkman but also to the international nature of Sony, with its Sony Pictures and Sony Music arms. “Sony” beats not only “Toyota,” but also “samurai,” “anime,” and even that most popular of Japanese delights, “sushi.”

Google Trends also offers insights into the regional popularity of search terms. Unsurprisingly, Southeast Asia remains the area most under Japan’s cultural spell. The Philippines ranks at the top for both “samurai” and “Hello Kitty,” as well as a term symbolic of contemporary Japan like “anime.”

“The lord of Iyo (in Shikoku) lost a favorite hawk,” writes a Nagoya samurai diarist in an entry dated 1692, “and he sought it throughout his domain. One day, a certain farmer went out to tend his fields, while his wife stayed home with her weaving. A hawk flew in and perched on the loom. The wife took her shuttle and struck the bird, which straightway died.”

What was the punishment for accidentally killing (the woman had not struck with murderous intent) a lord’s favorite hawk? Whatever, the lord said it was. That, in essence, was Japanese law during the Tokugawa shogunate (1600-1867) — whatever someone above in the rigid social hierarchy said it was to someone below. Enraged, the lord had the woman crucified. He pardoned her husband, who hadn’t been home at the time — but he didn’t have to. Had his rage been a little greater, the husband would have been similarly dealt with, without anyone crying injustice or rising up in protest.

This trivial episode tells us much about Tokugawa rule — its gross cruelty, its boundless arbitrariness, its utter blindness to any moral standard beyond absolute submission to absolute power. As historian Charles Dunn tells us, “(The) criminal code, such as it was, could be changed without warning. This was in keeping with the fundamental Tokugawa attitude, derived from Confucian precepts” — selectively interpreted — “that the people should not be instructed as to what the law might be, but should be content to do what they were told.”

Astonishingly, they more or less were. They were not always docile. Famine drove peasants to riot thousands of times in the course of the Tokugawa Period. Impoverished townsmen too erupted from time to time. But on popular demands for individual freedom, human rights, minimal human dignity, the rule of law, the contemporary literature is silent. The poet Matsuo Basho (1644-94), whose unfettered lifestyle and supposed enlightenment should perhaps have given freedom some value in his eyes, wrote instead, “The august light of Tokugawa rule illumines the whole firmament, and its beneficent rays reach into every corner of the land so that all the people may live in security and peace.”

Peace, unquestionably, was an asset. Pax Tokugawa had been preceded by two centuries of civil carnage. A people forged in such fires might well give peace priority over freedom. Besides, freedom has many meanings. There is political freedom, which Tokugawa Japan knew nothing of; there is social freedom, which to the extent that it means a poverty-stricken peasant child may by dint of ability and application rise beyond his station, was practically nonexistent; and there is individual freedom, which was restricted enough but did exist, here and there, in isolated corners of this grim prison-society.

The hallmark of the Tokugawa dynasty (1603-1867) was a strong belief in the Neo-Confucian ideals of morals, education, and strict hierarchical class structure in both government and society. After hundreds of years of civil wars, the fifteen Tokugawa shoguns made their foremost goals political stability and complete isolationism. The rice-based economy of Tokugawa period Japan was a complex form of feudalism. It was a country symbolically ruled by the emperor in Kyoto, while in actuality ruled by his shogun, or chief military advisor, in Edo.
The shogun implemented an administrative system which effectively organized Edo period society into a strict hereditary caste system in descending order of Neo-Confucian merit: warrior, farmer, artisan, merchant.[i] The different classes were separated by bungen, or lines of demarcation, which were almost impossible to cross.

Below the merchants in the hierarchy were the eta, or untouchables, who were not actually considered people and were largely outside the purview of any governmental body. Another group, the buke, or clergy (both Shinto and Buddhist) existed outside of the regulation of the feudal government to a large extent. The buke were required to pay tribute to the feudal government but effectively regulated themselves and did not go to the shogunate for the settlement of disputes; which was one of the only ways that the peasant class ever interacted with the shogunal government. The Confucian system was based on the idea that superiors ruled by example; their subordinates had no rights, per se, but rulers had a moral duty to treat subordinates correctly. Theoretically, the law would only step in to punish a failure of this moral duty, not to vindicate the rights of the victims.[ii]

Shogunal power rested on three key strategies. The first was using divine power in the name of the emperor to maintain legitimate authority that was beyond question, though the emperor himself was little more than a puppet and was virtually imprisoned in the imperial palace in Kyoto. The second was complete control of the daimyo, or feudal lords, in order to prevent a repetition of the internal strife and intrigue that had plagued the country until its unification in by Tokugawa Ieyasu in 1603 after the battle of Sekigahara. And the third was isolation, or sakoku, from not only the West but also from the Chinese mainland to minimize the threat of foreign influence or inspired rebellion. In fact, by 1635 the Japanese people were forbidden to travel abroad and those who were already abroad were not permitted to come home.[iii] All foreign trade was suspended, except for trade with the Dutch[iv]. However, the entire Dutch trading mission was expelled to Dejima, an artificially made island in Nagasaki harbor.[v] When the Portuguese attempted to re-establish trade relations with the shogunal government their entire delegation was summarily executed upon arrival.[vi]

Another Western influence that the Tokugawa tried to eradicate was Christianity. In some village codes, which were largely a reflection of shogunal wishes, there appear articles like: “The peasants are investigated every month, and comings and goings are checked with the pertinent temple in each case to verify affiliation. Therefore, should there be a Christian in this village, not only his goningumi [village council] and the headman but the entire village will be punished.”[vii] Christianity was most likely viewed by the shogun as dangerous to the stability of the new nation because of its direct opposition to the Confucian ideal of maintaining the status quo that the shogun was attempting to instill in the people. Another problem with Christianity is that its influence had always been strongest in Kyushu and southern Honshu where the most powerful internal enemies of the shogun had their fiefs and the shogun did not want to allow those lords to gain the sympathy of and ally themselves with the Western powers in any way.[viii]

The stability gained by isolation and strict class control saw feudal Japan double its population from fifteen-million to thirty-million in the first half of the period as well as an increase in urbanization and the influence of the merchant class.[ix] Though Confucian ideals would rank merchants at the bottom of the class structure as economic parasites, since they did not actually produce anything, during Edo period Japan they became the creditors of overlords and samurai alike. While this did not officially increase their status in polite society, holding the purse strings of a powerful overlord could guarantee many perks in a society which continued to emphasize agrarian taxation and failed to tax the ever-expanding urban industries.[x]

Villages, which operated as largely autonomous units, were also expanding their industries with enterprises like silk production, textile weaving, and sake brewing.[xi] However, many of these entrepreneurial villagers failed at their endeavors, went into debt, and migrated into the cities to form the base of the unskilled labor force which fed the increasing urbanization.[xii] This growth and expansion peaked during the Genroku period[xiii] (1688-1704). Another interesting note is that between 1600 and 1720 the percentage of arable land in Japan nearly doubled.[xiv] This was most likely in part due to the fact that the lower classes could pursue their enterprises, be it sake brewing or irrigation projects, fairly single-mindedly since they were completely excluded from political activity outside the village unit.[xv] In fact the legal system of Tokugawa Japan had two very distinct jurisdictions which interacted very rarely: the shogunal government and the village government.

Towards the end of the Tokugawa period the villages became less and less autonomous as the pressures of urbanization and the swollen bureaucracy of the bafuku closed in on them. The strict class structure gave way to the more modern entrepreneurial spirit of Japan that we see today, even though history and tradition still play a large part in Japanese family life. The Meiji restoration brought a still antiquated Japan into the glare of the modern world and old traditions like the samurai and eta faded away along with status restrictions and wars fought without guns. Isolationism may have been the best way to bring order to a country which had suffered from civil strife and turmoil for so long, but in the end the temptations of trade and modernity were too much for Japan to resist.

which stretched from 1603 until its fall in 1868, has generally been considered a dark, feudal age run by a draconian police state. To be sure, the samurai could come down hard on dissidents and were inveterate party poopers, but this period also witnessed the flourishing of practically every gentle art that Japan has become famous for: tea, horticulture and landscape gardens, kimono textile design, woodblock prints, haiku and its satirical cousin senryū, kabuki and the puppet theatre, and a few forms like kyōka (“mad poems”) and gesaku pop literature that would be less known to the layperson. Kami-Meguro - The Shogun's Hawk-Hunting Grounds
A long procession of men streams down the country road. Today I am going to take you along with Matsudaira-dono and a large party of his retainers to the western fringe of the city. The shogun is on one of his annual hawk-hunting expeditions, and has asked Matsudaira-dono to come along for a few days and take part.

The shogun has seven taka-jo (hawking estates) strategically located in a ring around the city. From these estates, it is possible to get quickly to any of the major farming villages and small towns in the greater Edo vicinity. The location of hawk-hunting estates is very important, and the first shogun, Ieyasu, spent a great deal of time in planning them. The one that you are going to, in Meguro, is well placed at the center of a busy farming region, and it can serve as a base of operations to visit all of the farming villages in the area. It might seem strange that the head of the bakufu (government) pays so much attention to hawking, but this is because hunting has other roles besides simply a pastime.

Hawking has been a popular sport among the nobles and high-ranking samurai for many centuries. At first, however, it simply involved an overnight outing to the countryside, where each of the participants would show off the hunting skills of the eagles and hawks that they raised and trained. However, during the sengoku jidai (the age of warring states), hawk hunting began to take on several other purposes. Hawk hunting expeditions would often last for months at a time, and the daimyo and high-level samurai would cover wide areas of their domains during their hunt.

The leaders discovered that hawk-hunting gave them a convenient excuse to show up unannounced in villages throughout their territory. This allowed them to see for themselves how daily life was in the countryside they ruled, and make sure that everything was all right in the area. If farmers were cheating on their taxes, he would often find evidence when making an unexpected visit. On the other hand, if the local administrators were treating the local people unfairly, the daimyo could ask the people about their conditions as he passed through the villages on one of his hawk-hunting expeditions. However, since the daimyo was just "out hunting", the people would not have any reason to complain, or feel upset that he was spying on them.

When Tokugawa Ieyasu became shogun, he made hawking a very formal part of his yearly activities. He set up hawk-hunting manors throughout his own territory, and encouraged the other daimyo to do so as well. Several times a year he would go on expeditions, and in addition to his hunting companions and hawk-tenders, he also brought along accountants and clerks to check carefully all the local tax and production records of the towns they travel through during their hunts. The shipments of tax rice could be checked and compared with the size of the fields in the town, to see if everyone was paying the proper amount.

In addition, Ieyasu passed a law that allows any farmer or peasant to come forward and make a complaint or petition while the shogun is travelling through their village on a hawk hunt. This way, if the local people have a complaint about how the local government officials are treating them, they can go directly to the shogun with the problem, and don't have to worry that the local leaders might punish them for speaking out. All of Ieyasu's successors have continued the tradition of hawk hunting. The current shogun goes out hawking about six or seven times a year, usually for at least a week.

Although hawking expeditions involve quite a lot of "unofficial business", they are also a chance for the shogun to relax from the dull routine of life at the castle. The shogun is the most powerful man in Japan, but he has to answer to the demands of many different groups -- the Imperial court in Kyoto, each of the local daimyo, the leaders of major temples and shrines throughout the country, the local administrators in Edo, and so on. Back in Ieyasu's day, these demands were still limited, but nowadays the shogun's life seems to be one meeting after another. Hawk hunting gives him a chance to get out of the city and away from all the long, formal meetings. A chance to enjoy the open countryside, fresh air and sunshine!

Hawk hunting is not very strenuous for the shogun and the daimyo who accompany him. However, their main purpose in going on a hawking expedition, in addition to the opportunity to relax and enjoy nature, is to view the farms and villages in the area and study the landscape. Back in the days when daimyo were still fighting one another, the expedition would include many scouts and spies, who would try to find locations for a strong fort, or try to see what was going on in neighboring territories. Nowadays, the men are mainly looking for fields of crops that the farmers did not mention when paying their taxes, or examining new areas where the land might be cleared and made suitable for farming.

Each of the shogun's seven hawking estates, or taka-jo ("taka" means "hawk") is managed by a staff of several hawk supervisors (taka-mi). Their job is to raise the hawks and train them to hunt for small birds and rabbits. They also keep an eye on the local villages and make sure they follow the rules. There are many special rules for the areas surrounding the hawk-hunting estates. For example, local people living near the estates are not allowed to have dogs or cats as pets. They also have to get special permission if they need to do any building work, and usually the permission is only granted at certain times of the year when the noise will not disturp the game birds and animals that live in the area. Most of these rules are intended to ensure that there is plenty of game to hunt. Because of these strict rules, the areas of farmland immediately surrounding the hawking manors are filled with birds and game. In fact, as your company crosses the fields and meadows, flocks of game birds can be seen even right near the homes of the local villagers.

The shogun and his companions ride their horses at the front of the long procession. Their hawks are perched on their arms, the head covered by a tiny hood until it is time for the bird to hunt. When the lead riders reach a clearing that looks like a good place for hunting, they dismount and then send a signal back to the servants and assistants who are following them. The assistants then fan out through the woods and begin moving slowly toward the place where the shogun and his companions are waiting.

The birds and rabbits in the woods run away from the servants, who make a lot of noise as they walk through the woods. The line of servants continues to move toward the clearing, and eventually the game birds have to fly out into the open to get away. As soon as a game bird flies out into the clearing, one of the riders releases his hawk. The hawk flies swiftly after its prey, soaring into the sky and then wheeling to strike. The hawks are well trained, and they rarely miss a kill. The hawk soars like an arrow towards its prey, striking quickly and bringing down its victim. The assistants collect the dead birds or rabbits once the hawk has made the kill, and put them in a large sack. The game that the hawks catch today will be served to the shogun and his companions at dinner tonight.

The hunt covers a wide area of fields and woodland, stopping many times both to hunt and to speak to local farmers and gather information. After a long day of jogging over hills and fields to keep up with the men on horseback, the guards and servants are exhausted. While the shogun, and the other high-ranking officials dine in the taka-jo's main house, the servants and retainers will roast quail or ducks over the fire. After dinner, they will sit by the fire, lie back smoking their pipes, and gaze at the sparkling stars before dropping off to sleep by the fire.

Many shoguns liked to go for takagari 鷹狩り hunting with hawks and falcons. During these outings, they used to rest and eat outside.
These places were called (with the honorable 御 O at the beginning):

Around 1720, the Edo Bakufu Government established this area as a hunting ground for the Shogun, especially 将軍吉宗 Yoshimune, who came here 15 times. Since the Shogun was supposed to catch something on a hunting excursion, the villagers kept some prey in cages and let them loose on a hunting day. These villagers were called
tsuna sashi 綱差 rope feeders.
One of these feeders was 川井権兵衛 Kawai Gonbei.
He planted soy beans in a large plot of land. From a hidden hut he observed when the pheasants came to eat the beans. When many had come he pulled a rope with a net and caught them. But very often before the pheasant there came raven and crows to eat the beans, so he had to run through the fields with a long wooden sword to drive them away . . .
When the Shogun came, he cut small wounds in the wings of the birds and let them fly as an easy pray for his lord.
The Kawai family kept this job for some generations.

Hunting with hawks is done in winter, but the training of the animals starts in spring. They get a bell on one foot and have to learn how to hunt and come back to the master. Often the hawker and his animal stay in a mountain hut for a while together during this time.

The 尾張大納言 Lord of Owari once came to Tsushima for hunting with hawks.
To make some special medicine he wanted 狐の生肝 the liver of a living fox. 餌指の市兵衛 Hyoe from Ezanshi captured a fox and got all the meat and fur of the fox as reward.
His wife who was at 清洲 Kiyosu became bewitched by a fox, who wanted to have his revenge.
The 大納言 Lord Dainagon thought the fox was a reijuu 霊獣 sacred animal and sent his retainer 真島権左衛門 Nabeshima Gonzaemon. He let the animal know that he was sacred and had given his life to heal other human beings, which was a rewardable thing to do.
The fox felt honored and let go of the bewitchment.

Once the Lord of Owari went hunting with hawks in the evening.
He heard the voice coming from the mountain forest:
"Where is the Lord of Owari who had killed a saru 猿 monkey on 申の歳申の月申の日 the special day of the monkey in the hour of the monkey during the year of the monkey?"
His companions and he himself could not move any more.
The Lord called for a very strong man to help. This man called toward the mountain:
"Who is it out there? Who is it out there?"
In the morning it seemed the monster has left the place and all came back to their senses.

Once a family of seven went hunting for hawks, (which was forbidden), and even ate the hawk. They were executed by chopping off their heads. Later if people walk by that ground, they will soon encounter some misfortune. The souls of the seven are now venerated at a small Hokora sanctuary as

At the shrine 小倉八坂神社 Kokura Yasaka Jinja there is a legend about the beginning of the festival.
Once Lord 細川越中守忠興 Hosokawa Tadaoki (1563 - 1646) went hunting with hawks and took a rest at 不動山 Mount Fudoyama.
There was one small stone shrine and when Tadaoki placed his staff against it, it opened and one 霊鷹 sacred hawk flew out of it. The hawk kicked out both eyes of Tadaoki. He felt great pain, went home soon but would not heal at all. He realized it was the punishment of Gozu Tenno and had a shrine built in his honor. After a performance of a ritual Kagura, 神楽湯立, one eye begun to heal. He had 能興行 another ritual of Noh performed and the other eye begun to heal too.

In the area of 阿曽沼 Asonuma swamp lived a man skilled with falcons.
One day he captured oshidori 鴛の雄 a male mandarin duck.
That night in a dream a beauiful woman appeared, crying in dispair.
"Why did you kill my husband?" The hunter said "But I did not kill anybody!"
"Yes you did, today in the swamp." Then she flew off and he saw it was the female mandarin duck.
Next morning he looked at the male duck and saw a female one, her beak like kissing him.
The man had a great shock, stopped hunting and became a monk.

In Edo in the district 通銀町二丁目 Tsugin lived a merchant called 堯順 Takayasu. He had employed the child of a hunter who was responsible to provide food for the Falconry in Hachioji. But this child died in an epidemic. They washed the body and wanted to cut its hair, but the scissors did not cut a thing. Then Takayasu looked closer, he saw a beak of a bird had grown at the head, almost as hard as a stone. This was around the year 1680.

a daimyo's alternate-year residence in Edo - was a policy of the Tokugawa shogunate during most of the Edo period of Japanese history. The purpose was to strengthen central control over the daimyo, or major feudal lords.

History
Toyotomi Hideyoshi had earlier established a similar practice of requiring his feudal lords to keep their wives and heirs at Osaka Castle or the nearby vicinity as hostages for loyal behavior. Following the Battle of Sekigahara and the establishment of the Tokugawa Shogunate, this practice was continued at the new capital of Edo as a matter of custom. It was made compulsory for the tozama daimyo in 1635, and for the fudai daimyo from 1642. Aside from an eight year period under the rule of Tokugawa Yoshimune, the law remained in force until 1862.

Description
The details changed throughout the 26 decades of Tokugawa rule, but generally, the requirement was that the daimyo of every han move periodically between Edo and his fief, typically spending alternate years in each place. His wife and heir were required to remain in Edo as hostages while he was away. The expenditures necessary to maintain lavish residences in both places, and for the procession to and from Edo, placed financial strains on the daimyo, making them unable to wage war. The frequent travel of the daimyo encouraged road building and the construction of inns and facilities along the routes, generating economic activity.

There were a number of exceptions for certain fudai daimyo in the vicinity of Edo, who were allowed to alternate their attendance in Edo every six months instead. Temporary exceptional dispensations were also occasionally granted due to illness or extreme extenuating circumstances.

In principle, the sankin-kōtai was a military service to the shogun. Each daimyo was required to furnish a number of soldiers (samurai) in accordance with the kokudaka assessment of his domain. These soldiers accompanied the daimyo on the processions to and from Edo.

With hundreds of daimyo entering or leaving Edo each year, processions (大名行列 daimyō-gyōretsu) were almost daily occurrences in the shogunal capital. The main routes to the provinces were the kaidō. Special lodgings, the honjin (本陣), were available to daimyo during their travels.

The sankin-kōtai figures prominently in some Edo period ukiyo-e (woodblock prints), as well as in popular theater such as kabuki and bunraku.

Ichiroo 一路 Ichiro "One Road"

The adventures of Sankin Kotai, as experienced by 小野寺一路 Onodera Ichiro.

Ichiro’s father dies suddenly in a fire at his home. 19-year-old Ichiro, who had studied in Edo, has to come home. His father was supposed to prepare Sankin kotai and lead the lines of his Daimyo to visit Edo.

After his father's death, Ichiro leads the procession of Sankin kotai and heads to Edo, relying on his father's notes about the proceedings. During the journey, he faces various problems and schemes which target his family.

The foxes from 三戸 Sannohe
The fox from Akasaka 赤坂の狐 and the fox from Nagane 長根の狐 held a contest in shapeshifting.
The fox from Nagane transformed into a Daimyo procession, which looked quite real with the regional lord and all, when bowing to it from under a tree. The fox of Nagane got caught by the official vassals of the Daimyo and was put to death.

O-Suga sama お菅さま "Lady Suga"
O-Suga Sama was the wife of the Shogun in Edo. He had been up in Ezo エゾ (Northern Japan and Hokkaido) and since she missed his love so much, she came after him. But she fell sick on the road and eventually committed suicide by drowning in a nearby pond.
She was the youngest of three sisters. When she was a child she liked to roam the forests and look for silkworms. She fed them with leaves and cared for them.

The place is called "O-Suga Sama" and people come here to pray for the well-being of their silk-worms. She observed the silk worms munching leaves with joy and told them:
neesan kuu wa ねえさん食うわ. Since then the leaves were called "kuwa クワ".

When her husband passed the area on his way back, he dreamed that she has become the mist on mount 高井原山 Takaraibarayama to moisten the kuwa leaves.
Her name was actually "O-Sugi お杉", Lady Cedar, but that turned to "O-Suga" in the local dialect.

During the procession of Sankin Kotai there was a great serpent up on a willow tree along the road. It displeased the vassals of the Daimyo and was thus driven away and had to move to Fukushima. When a branch of this willow tree breaks off, there was blood flowing from the wound. So in the end the whole tree was cut off.
This place is called "O-Suga Sama".

原田備前守が参勤交代で萩原を通ったとき、若宮の岩から白い蛇が現れた。ここを城にしろとのお告げだと思い、城を建てて永住したという。昭和に入ってその岩がトンネル掘削の邪魔になったので、ダイナマイトで壊そうとしたら暴発して作業員が怪我をした。神の住む岩である。

狐,狸 Fox and Badger
昔、於三という悪い狐と、四国の讃岐にいる於三に劣らぬ悪き狸が、どちらが化けるのが上手か比べあった。於三の番がきたとき、於三は今度大名行列に化けるので来てくれといった。約束の日に行くと果たして大名行列が来た。狸が本性を現して近づくと、侍に斬られてしまった。

淡路に芝右衛門という狸がいて、阿波の狸合戦に来て働いたが、その後京都へ上って伏見の狐に遇った。京の狐は口ばかりで腕の程も知れぬから、1つ腕前を見せてくれといわれたので、芝右衛門は翌日大名行列を見せた。盛大な大名行列で、狐は驚きこれは殺してしまわないといけないと思い、次の日におれも大名行列を見せるから稲荷の鳥居に来てくれといった。芝右衛門が約束どおり行くと文句の付けようのない大名行列だったので手を打ち「ヤレヤレ」といってほめたが、それは本物の大名行列で芝右衛門は撃ち殺された。

shirogitsune 白狐 the curse of the white fox
The Lord of Yamato Koriyama 大和郡山 had caught a white fox 白狐 and killed it. The white fox appeared in his dream and asked to have a shrine built so he could go to paradise. But the Lord did not do as he was asked by the spirit. Therefore the white fox cursed him. During his next procession to Edo he behaved quite crazy, like bewitched by the fox. So his family name was taken away and the family line stopped.

団九郎狐は、佐渡に住むたちの悪い古狸の三吉を憎んでいた。あるとき信濃川のほとりで団九郎は三吉と出会う。団九郎は三吉をおだてて酒屋の小僧や大入道に化けるなどさせる。団九郎はお礼に自分の芸も見せるといい、次の日に街道に来るようにいう。三吉が約束の場所で待っていると大名行列がやってくる。三吉は感心して行列の前に飛び出るが、それは本物の大名行列で、捕らえられて食べられてしまう。

佐渡島には狢が群れをなして住んでおり、その首領の名前を団三郎と言った。鎌倉時代の末期、狐が渡って来て、団三郎と妖術の勝負をした。狐は嫁入りの行列をして見せた。そこで団三郎は大名行列をして見せると狐に行った。狐は大名行列のあまりの見事さに驚いて近寄ったら、その行列は本物で、狐は殺されてしまった。それ以来、佐渡島に狐は来なくなった。

The fox shapeshifted into a fire, but was soon found out.
The mujina shapeshifted into a Daimyo Gyoretsu and no one found this strange. So the mujina won.

化け上手な阿波狸が、中国地方へ股旅をし、周防の国で狐に化けくらべを申し込んだ。まず阿波狸が、翌々日の午前10時頃に、毛利侯の行列に化けてみせることになった。狸は、その日時に本物の参勤交代の行列が通ることを知っていた。当日、狐は狸が化けたものと信じ込み、狸との約束通り拍手喝采したので、侍に捕らえられて斬り殺されてしまったという。

What is Sankin-kōtai?
[Sankin-kōtai is] the Alternate Attendance Policy. Established by the Tokugawa Shōgunate, this system required all daimyo to live in Edo for a certain period of time, often every other year.

The daimyō were required to attend (provide service to) the shōgun in Edo and so they set up residences within the city. I like to think of them as embassies from the provinces. The daimyō would bring samurai “staff” from their domains to serve in Edo as well, so these were essentially provincial courts accompanied by a military staff. The daimyō residences included a small palace for the lord and domainal administration as well as barracks for the lower ranking samurai who accompanied the lord.

Each lord generally maintained 3 residences in Edo, though some had more. The land was granted to them by the shōgunate and could be confiscated or redistributed at the discretion of the shōgun or his council of advisors.



. . . . . The trip to Edo and the trip back to the domain were also costly.
The daimyō had to walk, with family and court and staff and in tow, in long processions called 大名行列 daimyō gyōretsu daimyō processions. These elaborate parades took days. But with so many domains coming and going all the time, they were a constant site on the major routes in and out of Edo. There are many great Edo Era prints of these and accounts from foreigners and Japanese alike agreed they were something to see!
